Service interruption via unbounded tag group names

Uncontrolled resource consumption in Discourse before 3.2.5 allows remote authenticated users to interrupt forum service. The TagGroup model accepted names of unbounded length, so crafted tag-group requests and stored values consume resources until instance availability declines. Administrative privileges are required; the beta branch is affected from 3.3.0.beta1 through 3.3.0.beta4, and the bounded consequence is service interruption.
