Improper access control in Elastic Kibana 8.6.3 through 8.13.4 allows remote authenticated users to degrade availability via run_soon. The alerting run_soon API permits view-only alerting users to start a rule repeatedly, causing the rule to run continuously instead of enforcing their read-only role. A view-only alerting account is required, and complex rule queries can consume enough resources to impair system availability without affecting confidentiality or integrity.
