Unauthorized delegation via unenforced vested-balance limit

Improper authorization in Evmos 18.1.0 and earlier allows remote attackers to delegate unvested tokens from clawback vesting accounts. The staking delegation path accepts repeated delegation transactions without enforcing the ClawbackVestingAccount vested-balance limit. Exploitation requires control of a clawback vesting account and changes on-chain staking state by committing tokens that its vesting schedule has not released.
