Stored script execution via unescaped form legends

Stored XSS in Active Admin before 3.2.2 and 4.0.0.beta1 through 4.0.0.beta6 allows remote attackers to execute script in administrator browsers. The form builder places a dynamic resource name into an implicit or explicit form legend without HTML escaping, so stored markup becomes active script. Exploitation requires a public entity-creation path that accepts an arbitrary name and an administrator who later edits that entity in the private backend.
