Local service hang via migration queue deadlock

Deadlock in the Linux kernel drm/xe driver 6.8 through 6.9.3 allows local users to hang GPU page-fault handling via user jobs. The USM migration execution queue can share engines with user jobs even though the GuC scheduling queue is only two entries deep, leaving migration work blocked behind a fault that it must service. Reachability requires the drm/xe path and competing migration, fault, and user work; successful exploitation interrupts affected GPU workloads.
