Improper access control in Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to send instance-wide notifications. The Bulletin Messages system fails to enforce the admin or power role restriction when a low-privileged account creates a notification. Affected instances require Splunk Web; messages reach all users and can contain links that lead to unexpected navigation or searches.
