Local privilege escalation via undersized band array

An out-of-bounds write in the Linux sch_multiq scheduler allows local users to corrupt kernel memory through crafted qdisc changes. In multiq_tune(), q->bands is updated from the requested count before allocation, but allocation uses the old count, so later pointer writes overrun the heap array. The path requires CAP_NET_ADMIN, obtainable in user and network namespaces, and the corruption supports kernel control-flow hijacking or a system panic.
