Local service hang via inverted V4L2 locks

Deadlock in Linux kernel 6.9 through 6.9.1 allows local users to hang video-control operations through concurrent log-status requests. The log-status traversal in drivers/media/v4l2-core/v4l2-ctrls-core.c takes the hdl_vid_cap and hdl_user_vid handler locks in opposing orders across execution paths. Low-privileged local access to the affected V4L2 control path and overlapping execution are required; the supported consequence is an availability interruption, not data access or modification.
