Local service crash via stale qeth NAPI pointer

Use-after-free in the Linux s390 qeth driver allows local users to crash an LPAR through traffic on a configured IQD Layer3 device. qeth_free_qdio_queues frees each output queue while its embedded NAPI entry remains linked, leaving a stale poll pointer that later traffic invokes. The interface must already be up when hsuid is first set; a local user can then trigger a full kernel crash without further administrative action.
