Kernel crash via IP_HDRINCL raw-socket race

Improper input validation in the Linux IPv4 raw-socket path allows local users to crash affected kernels through an IP_HDRINCL race. The __ip_make_skb function reads an absent ICMP header when concurrent setsockopt calls change IP_HDRINCL, while raw_sendmsg leaves ICMP type and code fields uninitialized. Triggering requires local low-privileged access and carefully timed raw IPv4 socket operations; the bounded consequence is a kernel crash and service interruption.
