Spurious kernel warning via teardown race

Race condition in the Linux kernel blk-iocost controller allows local users to trigger a spurious warning during blkcg or disk removal. iocg_pay_debt checks whether active_list is empty while iocg_waitq_timer_fn can overlap teardown after the iocg has been offlined, so the check mistakes an expected removal state for an invalid active state. The trigger depends on local teardown activity; the kernel team states that the warning is meaningless and that timer cancellation keeps the iocg alive until the callback returns.
