Kernel crash via premature hns3 devlink registration

Use of an uninitialized resource in Linux 5.15 through affected 6.x branches allows local users to crash the kernel via hns3 devlink reload. The hns3 PF and VF initialization paths register devlink before hardware setup finishes, so a concurrent reload performs register I/O against uninitialized hardware resources. The attacker needs local low-privilege access and an hns3 device being initialized; successful exploitation interrupts the entire host by crashing its kernel.
