Kernel panic via sleeping PHY access

Denial of service in Linux 6.6.26 through 6.6.30 and 6.8.5 through 6.8.9 allows local users to panic the kernel through e1000e PHY access. The e1000e PHY access routines call usleep_range while executing in atomic context, where sleeping violates kernel scheduling constraints. Reaching the panic requires affected e1000e hardware and a PHY operation in atomic context; cable disconnection and reconnection on vPro systems is a documented trigger.
