Application hang via empty tensordot input

Denial of service in OneFlow 0.9.1 allows attackers to hang applications that process an empty array with oneflow.tensordot. The oneflow.tensordot empty-input path enters a loop with an unreachable exit condition, so the operation never returns. The condition requires an application to pass an empty tensor to this library API, and the resulting hang interrupts that application.
