Heap overflow via unchecked BER length writes

Heap-based buffer overflow in libIEC61850 1.5.0 allows local users to corrupt process memory through MMS value encoding. BerEncoder_encodeLength writes BER length octets at the supplied buffer position without accepting a buffer bound, and the published harness reaches an out-of-bounds heap write through MmsValue_encodeMmsData. Triggering requires code execution in an embedding application and a high-complexity input path; the demonstrated consequence is memory corruption rather than confirmed code execution.
