Unauthenticated service crash via unchecked NoticeUrl length

Stack buffer overflow in TOTOLINK A3100R 4.1.2cu.5247_B20211129 allows remote attackers to crash the router via HTTP or MQTT requests. The setNoticeCfg CGI function in /lib/cste_modules/system.so copies the NoticeUrl string without checking its length, overflowing a stack buffer. No authentication or user interaction is required; a crafted request can interrupt routing service by crashing the device, with no demonstrated confidentiality or integrity impact.
