Cluster secret disclosure via overprivileged controller role

Incorrect access control in Volcano 1.8.2 and earlier allows attackers to read cluster secrets through its controller service-account token. The controller ClusterRole grants list and watch access to all Kubernetes Secrets, so a stolen controller token exposes them cluster-wide. Exploitation requires access to the controller pod or its token; the token then authenticates to the API server and supports further privilege escalation.
