Unauthenticated content planting via remote media caching

Improper authentication in Matrix Media Repo before 1.3.5 allows remote attackers to cache attacker-chosen media without credentials. The legacy unauthenticated media download endpoints accept a remote server and media identifier, fetch that object from the remote homeserver, and store it in the local repository. Any network client that can reach those endpoints can seed content that the local homeserver then serves without authentication, allowing unwanted or abusive media to persist in its cache.
