Register read and write via exposed debug commands

Improper access control in AMD VCN firmware allows local users to read or write hardware registers through a crafted command. Debug command-handling code remains enabled and accepts commands that direct the firmware to access hardware registers without proper interface restrictions. Local low-privileged access is required; register access can expose or alter system state and disrupt operation.
