Authentication bypass via hard-coded default secret

Improper authentication in Apache Submarine Commons Utils from 0.8.0 allows remote attackers to bypass authentication with a default secret. SubmarineConfVars assigns submarine.auth.default.secret the same hard-coded value when no explicit setting is supplied. No privileges or user interaction are required, and successful use permits unauthorized reading and modification of application data without interrupting service.
