Unauthenticated service crash via off-by-one payload parsing

Off-by-one parsing in WLInfoRailService in Ivanti Avalanche 6.4.3.0 and earlier allows remote attackers to crash the service. The NameValue payload parser strips leading spaces while accepting a pointer equal to the byte beyond the buffer, so an all-space payload triggers an invalid memory read. Unauthenticated network access to TCP port 7225 is sufficient; exploitation terminates WLInfoRailService and interrupts interserver and database messaging.
