Stored XSS via unescaped fallback tagline

Stored XSS in StarCitizen.tools Citizen before 2.16.0 allows remote authenticated users to run JavaScript through MediaWiki:Tagline. CitizenComponentPageHeading::getTagline calls Message::text instead of Message::parse for the fallback tagline, leaving stored HTML unescaped. Exploitation requires editinterface permission, normally held by sysops, and permits actions in a visitor's session or account takeover when an affected page is viewed.
