Unauthenticated backend takeover via empty-key JWT forgery

Authentication bypass in 1Panel-dev KubePi 1.6.3 through 1.7.0 allows remote attackers to take over the web back end with forged JWTs. On first startup, configuration loading writes a random key to disk but initializes the JWT verifier with the original empty value, so it accepts HMAC tokens signed with an empty key. Exposure lasts until the service restarts with the saved random key; during that window, a forged administrator token grants back-end API access, including user creation.
