Service interruption via duplicate netfilter hook unregister

Improper input validation in Linux nf_tables allows local users to interrupt affected Linux and Siemens systems during netdev cleanup. The nf_tables_netdev_event path ignores a table's dormant flag and calls __nf_unregister_net_hook on a hook that was already unregistered. Low-privileged local access and an nf_tables netdev release event are required; successful triggering causes a kernel warning and loss of availability rather than data disclosure or modification.
