Service interruption via mismatched workqueue reclaim flags

A workqueue dependency flaw in Linux 4.14 and later affected branches allows local users to interrupt service through the i40e driver. The i40e initialization path marks i40e_wq with WQ_MEM_RECLAIM, but i40e_service_task can flush the i40iw non-reclaim workqueue and trigger check_flush_dependency. Reachability requires both i40e and i40iw to be loaded during SR-IOV operation; the published impact is limited to availability.
