Service hang via reversed VF lock order

Improper locking in the Linux kernel ice driver 6.6.5 through 6.6.29 and 6.7 through 6.8.8 allows local users to cause a service hang. The ice_reset_vf function takes the LAG mutex before the VF configuration lock, while ice_vc_cfg_qs_msg takes the same locks in the reverse order and creates a circular wait. Reachability requires the ice driver with link aggregation and virtual functions plus overlapping reset and queue-configuration activity; the documented consequence is availability loss.
