Local service interruption via disabled CPU mitigations

CPU mitigation regression in affected stable Linux kernels allows local users to interrupt service on non-x86 systems. Generic Kconfig logic incorrectly ties cpu_mitigations to the x86-only SPECULATION_MITIGATIONS option, disabling mitigations by default on other architectures. Exploitation requires local low-privileged access on a non-x86 build from an affected range, and the bounded consequence is service interruption.
