Host crash via invalid perf context migration

Denial of service in affected Linux kernel releases from 5.13 through 6.9-rc5 allows local users to crash hosts during IDXD removal. The perf_event_cpu_offline callback passes an invalid target to perf_pmu_migrate_context when no other CPU is online, causing a kernel-mode page fault and oops. Triggering the flaw requires an IDXD-equipped host with only one CPU online and permission to remove the driver; the documented consequence is a host crash.
