Destination VM crash via malformed TLBI RANGE operand

Integer underflow in the arm64 TLB flush path in Linux allows local users to crash a destination VM after live migration. __TLBI_RANGE_NUM rejects SCALE 3 and NUM 31, allowing the scale counter to underflow and __TLBI_VADDR_RANGE to encode an invalid flush operand. The issue requires an arm64 KVM host with TLBI RANGE support performing dirty-page write protection during live migration; incomplete TLB invalidation crashes the migrated guest.
