Service interruption via transmit scheduler resource leak

Resource exhaustion in the Linux octeontx2-pf driver allows local users to interrupt service through repeated traffic-class deletion. The Round Robin HTB offload path records a scheduler in schq_contig_list but fails to mark the matching schq_index_used entry, so class deletion skips that scheduler during release. Reachability requires local access to traffic-control operations on a system using the Marvell OcteonTX2 PF driver, and repetition can exhaust transmit-scheduler resources.
