Driver hang via health-thread self-deadlock

Improper locking in Linux 6.7 allows local users to hang the pds_core driver when its firmware enters a failed state. pdsc_check_pci_health calls pci_reset_function from the health thread, while reset preparation synchronously stops and flushes that same thread, so neither operation can complete. Reachability requires an AMD/Pensando DSC adapter using pds_core and firmware status 0xff; the deadlock prevents the driver health thread from completing.
