Local service degradation via unnecessary RTNL locking

Denial of service in affected Linux kernels allows local users to exhaust networking lock capacity during network namespace creation. smc_pnet_net_init() needlessly calls smc_pnet_create_pnetids_list() when no network device exists, taking rtnl_mutex for each new namespace. Repeated namespace creation by a low-privileged local user increases RTNL contention and stalls networking work; no data exposure or modification is reported.
