Service interruption via unreleased ELSIOCB allocations

Memory leakage in the lpfc SCSI driver in Linux allows local users to interrupt service by exhausting ELSIOCB resources. lpfc_rcv_padisc calls lpfc_sli4_resume_rpi but, on an unsuccessful return, neither issues the ELSIOCB nor invokes its completion, leaving the allocation unreleased. Reachability requires the lpfc driver and a failed RPI-resume path; repeated failures can deplete memory and impair availability.
