Kernel panic via unlocked decoder context list

A NULL pointer dereference in the Linux 6.6 Mediatek video decoder allows local users to trigger a kernel panic during SCP message handling. The vpu_dec_ipi_handler reads ctx_list without locking while another path can delete the decoder context, leaving a NULL entry to dereference. Triggering requires local privileges and affected Mediatek video-decoder hardware experiencing the unexpected SCP behavior; the demonstrated consequence is a host crash.
