System reboot via unlocked encoder context traversal

NULL pointer dereference in the MediaTek video encoder in Linux kernel 6.6 through 6.8.5 allows local users to reboot affected systems. vpu_enc_ipi_handler traverses ctx_list without locking while SCP cleanup can delete the list and leave its next pointer NULL. Reachability requires low-privileged local access to the MediaTek encoder path and unexpected SCP behavior; the confirmed consequence is a system reboot.
