Local system crash via zero-length NFC packets

Use of uninitialized data in the Linux kernel NFC NCI receive path allows local users to crash the system with a zero-length packet. nci_rx_work passes zero-payload packets to message-type handlers, which read bytes from an uninitialized payload instead of rejecting the empty packet. Reachability requires local low-privilege access and an active NFC NCI path; the documented consequence is system availability loss without data disclosure or modification.
