System crash via zero-length queue-vector buffer indexing

Memory corruption in affected Linux kernels allows local users to crash systems using the ice driver during suspend and rebuild. The ice_rebuild function allocates a zero-length buffer while num_q_vectors is zero, then indexes that buffer after ice_vsi_cfg_def restores the count. Reachability requires an Intel ice network device and a suspend/resume rebuild path; the demonstrated consequence is a kernel panic.
