System hang via sockmap deletion lock inversion

Improper locking in Linux and the SIMATIC GNU/Linux subsystem allows local users to hang the system via a BPF sockmap deletion. A tracing program can invoke map_delete_elem with interrupts disabled, causing hardirq-unsafe sockmap locks to invert against another lock. Exploitation requires local low-privileged access and a BPF program able to delete a sockmap or sockhash entry; the consequence is an availability-only hang.
