Local service interruption via unsafe qdisc lookup

Improper locking in Linux kernel 6.1.34 through 6.1.84 allows local users to interrupt service through packet scheduling. qdisc_tree_reduce_backlog() runs with only the qdisc lock held but calls qdisc_lookup(), whose protected dereference assumes RTNL; an RCU lookup is required. Exploitation requires local low-privileged access and a traffic-control path that reduces a qdisc backlog, and the bounded impact is availability loss.
