Kernel crash via premature UDP GRO

Improper tunnel-packet handling in the Linux kernel allows local users to corrupt packets or crash the kernel during UDP forwarding. udp4_gro_lookup_skb and udp6_gro_lookup_skb search only the current network namespace, allowing non-tunnel GSO packets to be coalesced before a tunnel removes its header without correcting frag_list offsets. Reachability requires rx-udp-gro-forwarding or rx-gro-list plus a UDP tunnel whose endpoint is in another network namespace.
