Memory exhaustion via canceled pending ACL rehash

Memory leak in the Linux kernel mlxsw ACL TCAM code allows local users to consume kernel memory during ACL region teardown. The rehash worker can remain pending with allocated object-aggregation hints after an error, but cancellation during teardown fails to release those hints. Reachability requires the mlxsw Spectrum ACL path and a rehash error; repeated teardown progressively reduces available memory.
