Arbitrary file overwrite via decoded collection path

Path traversal in Qdrant 1.9.0-dev allows remote attackers to write or overwrite arbitrary server files via snapshot upload requests. The upload_snapshot handler accepted a URL-decoded collection name through CollectionPath, letting path components escape the snapshot directory. No authentication is required on default self-hosted deployments, and impact is limited by the Qdrant process's filesystem permissions.
