Local denial of service via sleepable IRQ lock

Denial of service in Linux on PREEMPT_RT systems allows local users to hang an affected kernel by changing a managed link's state. The qman_update_cgr_safe path invokes a hard-IRQ callback that takes cgr_lock as a sleepable spinlock and can wait on a sleeping task. The condition requires the FSL DPAA QMan driver and PREEMPT_RT; confidentiality and integrity impacts are not reported.
