System hang via interrupt-unsafe cgr_lock acquisition

Improper locking in the Linux kernel's FSL QMan driver allows local users to hang the system by triggering a cgr_lock deadlock. Several paths in drivers/soc/fsl/qbman/qman.c acquire cgr_lock without disabling interrupts, while an interrupt-context callback can acquire the same lock. A local low-privilege user must reach the FSL DPAA QMan congestion-group paths; exploitation can deadlock a CPU and halt service without disclosing or changing data.
