Arbitrary file read via local URI misclassification

Path traversal in MLflow before 2.10.0 allows remote attackers to read arbitrary server files through crafted model-version sources. The is_local_uri function treats file-scheme URIs with remote-looking hostnames as non-local, bypassing the source check before resolving attacker-controlled paths. No authentication or user interaction is required, and access is limited to files readable by the server process.
