Unauthenticated consent modification via missing capability check

Missing authorization in Termly Cookie Consent 3.2 and earlier allows remote attackers to toggle consent through a network request. The handle_consent_toggle() function accepts an unauthenticated request without a capability check and writes the requested consent state. No account or user interaction is required; the bounded impact is unauthorized modification of the site's consent setting.
