Command execution via misescaped batch-file arguments

Command injection in affected Windows versions of Node.js, PHP, Rust, Haskell process, and yt-dlp allows attackers to execute commands. The affected launch APIs serialize argument arrays for CreateProcess using quoting that cmd.exe reparses differently when it implicitly runs .bat or .cmd files, allowing untrusted input to escape the intended argument. Exploitation requires an application to launch a batch file with attacker-controlled arguments; resulting commands run with that application's privileges.
