Comment flooding via non-atomic rate-limit check

Race condition in Typecho 1.3.0 and earlier allows remote attackers to bypass comment rate limits through concurrent requests. Feedback.php queries the latest comment and later inserts the new comment without an atomic lock or transaction, so parallel requests pass the same interval check. Anonymous commenting, enabled comments, and interval protection must be reachable; successful abuse floods a post with comments.
