Incorrect access control in ZKTeco ZKBio CVSecurity 6.1.1 allows remote authenticated users to create administrator accounts. The /authUser.do?save handler accepts a multipart user-creation request containing roleIds without enforcing the manage-users permission. Any authenticated account can therefore assign an administrator role and gain full control of the security-management application.
