Process crash via unchecked Speex frame size

Integer overflow in FFmpeg 6.1.1 Speex decoding allows attackers to crash a decoding process via crafted codec extradata. parse_speex_extradata reads a 32-bit frame_size from untrusted extradata and doubles it for non-narrowband modes without an upper-bound check. A user or application must decode the crafted media; the documented impact is a process crash, with no confidentiality or integrity impact.
